Town hall third floor reopened for cleaning, Independence Day tours

GREENSBORO – The second monthly meeting of the Greensboro Select Board saw discussion of the town hall third floor, license approvals as well as some policy updates.

Resident Rob Brigham, with the approval of the select board, organized a group of volunteers to clean up the third floor of the town hall. He asked the board for approval to give tours during the Funky Fourth celebrations, which was granted.

Liz Steel of the Greensboro Conservation Commission attended the “Strengthening Local Democracy” event with guest Susan Clark, asking whether the board would be interested in sponsoring a “Democracy Matters” working group in Greensboro. Chair MacNeil, who also attended, noted that Clark said the work of implementing major changes to town meetings often falls on the town staff and select board, and that volunteer groups can play an important role in this process by developing and presenting ideas.

Steel suggested that such a group could be sponsored by the select board, noting other towns’ select board members are involved in democracy working groups.

Brett Stanciu, town treasurer, presented updates to the town personnel policy, including aligning office staff holidays with the road crew, defining a part-time employee as working at least 20 hours on a regular basis and defining a full-time employee as working 30 hours or more on a regular basis.

Stanciu said she drew up a draft timeline for the FY28 budget. A proposed goal is to have the draft budget completed earlier than usual to allow for public meetings in December. This would allow time for the public to comment and propose changes to the draft budget before it is finalized. In order to get the budget ready for these early meetings, Stanciu suggested the board and town staff form small teams, each focusing on specific areas of the budget.

The outside audit for FY26 is expected to begin mid-July.

The board then moved on to approvals, including the dispatch contract with Lamoille County Sheriff’s Department (LCSD), to which member Tim Brennan inquired about seeing a financial report, as well as a detailed report on services rendered by the LCSD. Treasurer Brett Stanciu will look into both matters.

Members of the planning commission were present, with proposed zoning bylaw updates for the board to review and discuss. After some discussion, Chair MacNeil thanked the commission for their work and said the board will continue to digest and discuss the proposals.

Tanya Thomas was appointed to be a Greensboro Free Library trustee.

The board approved Jay Barret’s updated engagement letter to provide architectural and engineering reports on the town hall, paying particular attention to the third floor.

Last week, Barret said he expected to have his final report at the next select board meeting this week, but the building was sound and there was no reason to restrict access to the third floor.

FY27 payroll figures were approved as presented.
