HARDWICK – Ted Barnett has been selected as the director of finance by the Orleans Southwest Supervisory Union (OSSU), effective July 1, 2026.

Barnett succeeds Annie Houston, who is departing the position after six years of service to OSSU in various roles.
Barnett joins OSSU from the Joint Fiscal Office of the Vermont Legislature, where he forecasted fiscal impacts of various tax, housing, and economic development policy proposals. His work for the legislature has also involved analyzing the financial incentives facing families of prekindergarten students and their childcare providers.
Before working at the Joint Fiscal Office, Barnett was the chief financial officer at the Rutland County Parent Child Center, which provided childcare, case management, an alternative high school and early intervention services to families throughout Rutland County. He ran all aspects of the business office at the organization, including budget development and grants management, at a time of transition and growth following the pandemic.
Barnett has also spent time in educational environments, serving as the site director for an afterschool reading program in Florida for students in kindergarten through third grade, and developing case studies and an introductory economics textbook for college students.
“This is a time of generational change in Vermont’s education financing system,” said Barnett. “Rather than viewing change from afar, I’m looking forward to working with and learning from OSSU communities to help build thoughtful, efficient budgets that support the needs of local schools and teachers.”
