DUI, Failure to Appear, Fugitives
On April 23 at 8:24 p.m., the Hardwick Police Department initiated a DUI investigation involving Joseph E. Lowe, of Morrisville. It was determined that Lowe had consumed alcohol then drove his vehicle to Spruce Drive in Hardwick. After evidentiary testing, Lowe was issued a citation to appear in Caledonia Superior Court for the Offense of DUI, first offense.
On April 23 police were advised that a tipster called in to dispatch to advise that Casandra Jean Rich was at a house on Route 16 in East Hardwick. There was an arrest warrant out for Rich as she had failed to appear in court on a Grand Larceny charge.
Once this information was confirmed, Officers from Hardwick PD went to the residence and were able to take Rich into custody without incident, after which she was taken back to Hardwick PD for processing.
She was then taken to the Correctional Facility in St. Johnsbury for lodging on the warrant. She was issued a citation for Monday, May 29 at 8:30 a.m. per the instructions on the warrant.
On Thursday, April 25 the U.S. Marshalls alerted Hardwick Police Department of two out of state fugitives living on South Main St. in Hardwick. The Hardwick Police and the U.S. Marshalls located and arrested Jasmine Figueroa-Safford at her place of employment in Hardwick. The arrest warrant was for Indecent Assault and Battery on a child under 14 out of Massachusetts. The Stowe Police Department and U.S. Marshalls located and arrested Jonathan Gonzalez-Santana at his place of employment on the Mountain Road in Stowe. The arrest warrant was for Indecent Assault and Battery on a child under 14 and Reckless Endangerment of a Child out of Massachusetts. Figueroa-Safford and Gonzalez-Santana moved to Vermont from Massachusetts in February of 2024.
Both subjects were held without bail and lodged at Northeast Regional Correctional Facility. Jasmine Figueroa-Safford will be arraigned in Caledonia County Superior Court, Criminal Division on April 26 on charges of Fugitive from Justice. Jonathan Gonzalez-Santana will be arraigned in Lamoille County Superior Court, Criminal Division on April 26 on charges of Fugitive from Justice.
