On July 1, at 2100 hours, Troopers were notified of a report of a stolen vehicle from the area of May Road in Marshfield. Further investigation revealed that Fernand Rouleau, of Barre, had operated the vehicle of Angelique Conn, of Marshfield, without her consent. On July 2, Troopers located Rouleau with the vehicle. Rouleau was subsequently taken into custody and transported to the Berlin Barracks for processing. Rouleau was later released with a citation to appear in Washington County Superior Court – Criminal Division on Sept. 1, at 0830 hours.
On February 15, 2021 the Vermont State Police Bureau of Criminal Investigation received a report of an allegation of sexual abuse which resulted in an investigation into Matthew Churchill of Cabot. In April of 2022, new and relevant information came to light and resulted in the arrest of Churchill. The male was issued a citation and is scheduled to appear at the Washington County Superior Court, Criminal Division on August 11 to answer to the charge of Lewd & Lascivious Conduct with a Child.
