On July 25, at 7:57 a.m., the Vermont State Police was contacted advising Serina Flood, of Woodbury, arrived at a residence claiming to have been assaulted by Apryl Lamphere, of Marshfield. Troopers arrived on scene and spoke with Flood and Lamphere. During the investigation, Troopers determined that Lamphere had assaulted Flood while armed with a deadly weapon. Troopers also determined that Flood had stolen items from Lamphere’s vehicle. Lamphere was taken into custody and transported to the Berlin Barracks for processing. Flood was cited to appear at the Washington County Superior Court on August 17, at 8:30 a.m. Lamphere was cited to appear at the Washington County Superior Court on July 26, at 12:30 p.m.
On July 20, at 9:14 a.m., the Vermont State Police was contacted by Lara Garand, of Colebrook, N.H., advising that her checkbook was stolen. Garand also advised that she was notified by her bank there were several charges to her account. Through further investigation it was determined that Justin Martin, of Hyde Park, fraudulently cashed several of Garand’s checks. Troopers were later notified of Garand’s checks being used at the Montpelier Tractor Supply, Marshfield Co-op and the Maplefields in Plainfield. Investigation determined that Daniel Abbott Jr., of Cabot and Logan Ballard, of Woodbury, had also fraudulently passed Garand’s checks. On July 24, Ballard was located at the scene of a single vehicle crash. Ballard was taken into custody for Uttering Forged Instruments, transported to the Berlin Barracks and released on a citation to appear in the Washington County Superior Court on August 24, at 8:30 a.m. Troopers out of the Berlin Barracks are still attempting to locate Martin and Abbott Jr. Both are persons of interest for multiple counts of Uttering Forged Instruments and Aiding in The Commission Of A Felony. Anybody with information regarding the whereabouts of Martin and/or Abbot Jr. are asked to contact the VSP Berlin Barracks.
On July 30 at approximately 6:33 p.m., the Vermont State Police, East Montpelier Fire Department, East Montpelier Ambulance Squad, Plainfield Fast Squad and Montpelier Police Department responded to a report of a car vs. motorcycle crash on Vt. Rte. 214 in the town of East Montpelier.
Investigation determined Joshua Barnett, of Plainfield, driving a 2007 Harley Davidson, was traveling southbound on Vt. Rte. 214. He lost control of the motorcycle, causing it to skid into the northbound lane where he collided with Matthew Gosselin, of Montpelier, driving a 2005 Honda Civic. Both vehicles came to a position of rest along the shoulder of the northbound lane. Barnett was pronounced deceased at the scene.
Gosselin was found to be operating with a criminally suspended license. He was also found to be operating under the influence of alcohol. Gosselin was taken into custody without incident and transported to the Berlin Barracks for processing. He was issued a citation to appear in Washington County Superior Court Criminal Division for the offense of Driving Under the Influence and Driving with a Suspended License. He was also ticketed for violations of Title 23, Section 601, Operating without a license and Title 23, Section 1222, Vehicle not Inspected.
Vt. Rte. 214 was closed for approximately five hours while crews, including the Vermont State Police Crash Reconstruction Team, were on scene. An investigation is active. Anyone who may have witnessed this crash is asked to contact the Berlin Barracks at (802) 229-9191.
On July 26 a citizen came to the Berlin Barracks and advised they located a firearm on the side of the road. The citizen advised they found the firearm near 2191 Lower Road in Plainfield. Further investigation discovered that the firearm was a replica and not a functional weapon. The firearm is an Army Model 1860 .44 (RMI) replica.
