Vermont State Police Report

On August 3, at approximately 7:07 a.m., Vermont State Police and Plainfield Ambulance Service responded to a report of an individual being struck by a vehicle on U.S. Rte. 2 in the town of Marshfield.

Investigation determined the occupants of a vehicle driven by Elijah Conn, of Marshfield, and the occupants of a vehicle driven by Rebekah Fisher, of St. Johnsbury, engaged in a road rage dispute in a construction zone on U.S. Rte. 2. The vehicle driven by Conn was found to have rear ended the vehicle driven by Fisher. Fisher subsequently exited her vehicle and was struck by the vehicle driven by Conn.

Fisher was treated by Plainfield EMS and declined transport to a hospital.

Conn was later processed at VSP Berlin and issued a citation to appear in Vermont Superior Court, Washington County for the offense of Aggravated Assault.

On July 28, Troopers with the Vermont State Police – Berlin Barracks with the assistaqnce of the Barre Town Police and Barre Town EMS responded to Reservoir Road in Orange for a subject who was reported to be unresponsive behind the wheel of a motor vehicle. The operator, who was identified as Devin Hallock, of Barre, fled the scene in his vehicle.

Hallock was known to have multiple warrants for his arrest issued by the Criminal Division of the Washington District Court.

On August 3, Troopers responded to a report of a motor vehicle crash on East Hill Road in Plainfield. Subsequent investigation revealed that the vehicle had been operated by Hallock. Both he and the vehicle’s passenger had sustained significant injuries as a result of the crash. Hallock had fled the area prior to arrival of EMS and Troopers.

After a search of the area with the assistance of a State Police K-9, Hallock was located. He was transported by EMS to Central Vermont Medical Center and upon his discharge, lodged at Northwest Regional Correctional Facility on three outstanding arrest warrants.

On July 31, at 9:46 a.m., the Vermont State Police received a late report of a domestic assault at a residence on Maple Hill Road in Marshfield. Through further investigation, it was determined that the assault occurred on July 29 between Catherin Klarich, of Marshfield and another household member. Klarich was located on August 7 and taken into custody. She was transported to the Berlin Barracks for processing and later released with a criminal citation to appear at the Washington County Superior Court on August 8, at 12:30 p.m.
